Council Meeting

That the Council of the Township of North Glengarry accepts the agenda of the Regular Meeting of Council on Monday April 26, 2021.

That the minutes of the following meetings be adopted as circulated. Regular Meeting of Council - April 12, 2021 Committee of the Whole - April 22, 2021

THAT the Council for the Township of North Glengarry receives the Staff Report No. CS-2021-11; and THAT Council adopts the By-law 18-2021 being a by-law to authorize the adoption of the Community Improvement Plan for the Community Improvement Project Areas of the Corporation of the Township of North Glengarry which includes the amended United Counties of Stormont, Dundas and Glengarry Regional Incentives Program; THAT By-law 18-2021 be read a first, second and third time and enacted in Open Council this 26 th day of April, 2021.

THAT Council of the Township of North Glengarry commits to completing the Alexandria Sewage Lagoon Treatment Project within the five-year timeline as indicated in the Environmental Compliance Approval; And THAT Council authorizes Staff to issue a Request for Proposal for consultant engineering for contract administration and project management for the Alexandria Sewage Lagoon Treatment Project; And THAT Council requests Staff to bring back further information on the funding models for the Alexandria Sewage Lagoon Treatment Project in a phased-in approach; And THAT Council authorizes Staff to approve connections to the Alexandria Wastewater Collection System thereby lifting the building freeze.

THAT the Council of the Township of North Glengarry adopts Bylaw 15-2021 being a bylaw to approve the Procurement Policy; and THAT by-law 15-2021 be read a first, second and third time and enacted in Open Council this 26 th day of April, 2021.

THAT Council of the Township of North Glengarry approves the Internal Control Policy - Treasury.

THAT the Council of the Township of North Glengarry approves the Water and Wastewater Billing and Collection Policy.

THAT Council the Township of North Glengarry directs staff to start the process for the sale of 2 parcels of land, 1 being a closed-up road allowance and 1 being a landlock parcel with no ownership, for a lot addition to an existing residential lot.

THAT Council of the Township of North Glengarry receives Staff Report No. PW 2021-09, Award of Tender 2021-03 – Purchase of Aggregate; AND THAT the Council authorizes the Mayor and CAO/Clerk to enter into an agreement with Coco Paving Inc. to purchase 30,000 M.T. of aggregate for $322,500.00 excluding HST.

THAT the Council of the Township of North Glengarry receives Report PW 2021-10 Roads in Need Update; AND THAT the Council of the Township of North Glengarry authorizes staff to proceed with maintenance and improvements on McCormick Road, Kenyon Concession Road 12 I.L., Kenyon Concession Road 8 and the crack sealing program at a total estimated cost of $600,000; AND THAT the Council of the Township of North Glengarry approves $100,000. to be transferred from the Federal Gas Tax Reserve.

THAT Council receives Staff Report No. PW 2021-11, Award of Tender PW 2021-04 Sanitary Sewer Relining Program; AND THAT Council authorizes the Mayor and CAO/Clerk to enter into an agreement with Sewer Technologies Inc. for relining sewers in Alexandria in the amount of $66,180.00 excluding HST.

THAT the Council of the Township of North Glengarry receives the items from the consent agenda for information purposes only.

That the Council of the Township of North Glengarry receive By-law 15-2021; and That Council adopt by-law 15-2021 being a by-law to adopt, confirm and ratify matters dealt with by Resolution and that By-law 15-2021 be read a first, second, third time and enacted in Open Council this 26th day of April, 2021.
