Council Meeting

That the Council of the Township of North Glengarry accepts the agenda of the Regular Meeting of Council on Monday August 9th, 2021.

That the minutes of the following meetings be adopted as circulated. Regular Meeting of Council - July 26, 2021.

THAT Council receives Staff Report 2021-19; and THAT Council approves the Community Improvement Plan Project at 101 Centre Street Alexandria, Ontario, as submitted by the property owners John and Moira Van Nooten. Program B – Building Improvement Grant representing a matching grant of 50% up to a maximum of $4,501.00 for two façades visible from the street. Program C – Civic Address Grant representing one civic sign provided by the municipality as part of is civic sign program. Program E – Building Permit Grant representing a grant equal to 100% of the eligible building permit fees to a maximum of $213.00. Total Grants: $4,714.00

THAT Council receives Staff Report CS-2021-20; and THAT Council approves a six (6) month extension from June 24, 2021 to December 23, 2021 for Program D – Public Art Grant representing a grant of 50% up to a maximum of $921.67 for the Community Improvement Plan Project located at 88 St. Paul Street in Alexandria (St. Margaret’s Apartments).

THAT the Council for the Township of North Glengarry receives the Staff Report No. CS-2021-21; and THAT Council approves the Capital Budget transfers recommended by the Recreation Advisory Committee according to the information listed below: A transfer of $10,774.70 to Apple Hill Recreation Association GL-1-5-7002-8000 to proceed with the replacement of the roof on the Apple Hill Community Hall; and A transfer of $3,335.91 to the Alexandria Recreation Association GL-1-5-7001-8000 to cover the outstanding portion of the pitchers’ mound for the baseball field. $4,500.00 from the Dalkeith Recreation Association $1,250.00 from the Dunvegan Recreation Association $1360.61 from the Father Gauthier Recreation Association $4,500.00 from the Glen Robertson Recreation Association $1,500.00 from the Greenfield Recreation Association $500.00 from the Laggan Recreation Association $500.00 from the Maxville Recreation Association

THAT the Council of the Township of North Glengarry approves By-law 30-2021 being a bylaw authorizing the Mayor and Clerk to enter into a transfer payment agreement with Investing in Canada Infrastructure Program (ICIP) for the Refurbishment of the Glengarry Sports Palace; AND THAT By-law 30-2021 be read a first, second and third time and enacted in open Council this 9th th day of August 2021.

THAT Council of the Township of North Glengarry approve Bylaw 28-2021, being a bylaw to authorize long-term borrowing from Ontario Infrastructure and Lands Corporation (OILC) in the amount of $520,000 for funding a pumper tanker truck; AND THAT Bylaw 28-2021 be read a first, second and third time and adopted in open Council this 9 th day of August, 2021.

That the Council of the Township of North Glengarry receives the item from the consent agenda for information purposes only.

That we return to the Regular Meeting of Council at 8:01 p.m.

Whereas the United Counties of Stormont, Dundas and Glengarry (SDG) and The Township of North Glengarry (the “Township”) appealed MMAH amendments to the County Official Plan with respect to Rural and Prime Agricultural Land Use Designations (the “Rural/Prime Agric. Stream”); And Whereas SDG and the Township, together with other townships in SDG, engaged third party professional expertise to conduct a peer review of the MMAH amendments; And whereas Staff from the County, Township, MMAH, OMAFRA and the County Consulting Expert

That the Council of the Township of North Glengarry receive by-law 31-2021; and That Council adopt by-law 31-2021 being a by-law to adopt, confirm and ratify matters dealt with by Resolution and that By-law 31-2021 be read a first, second, third time and enacted in Open Council this 9th day of August, 2021.

Pending acquisition or disposition of land (as this matter deals with a proposed or pending acquisition or disposition of land by the municipality or local board they may be discussed in closed session under sections 239 (2)(c) of the Ontario Municipal Act) Identifiable individual (as this matter deals with personal matters about an identifiable individual, including municipal or local board employees they may be discussed in closed session under sections 239 (2)(b) of the Ontario Municipal Act) And adopt the minutes of the Municipal Council Closed Session meeting of June 28, 2021.
